A partial-built tunnel was found Thursday night as part of a raid, said Baja California State Police Department spokesman Alfredo Arenas.
Baja California state police raided a house near the intersection of International Avenue and Azueta, he said. They found the tunnel, which was about 10 feet long, but did not reach the U.S. yet.
"It was barely in the beginning," he said.
Drills worth about $70,000 were also found in the tunnel, he said.
Arenas expects that the tunnel would have been used to transport illegal aliens, money or drugs, he said.
A groundskeeper and three others were arrested and are still being interrogated, he said.
Because of the location of the tunnel, the case has been turned over to the Procuraduría General de la República, the agency that handles federal investigations in Mexico.
